NEWBURYPORT GARBAGE AND RECYCLING RECALLS FOR CITY-SPONSORED GARBAGE COLLECTION
Pick up day
• Downtown Garbage and Recycling Day takes place every Friday. Please do not deposit our barrels before 5 p.m. on Thursday. Once the barrels have been emptied, they must be brought back within one hour of collection.
• Even if there is a holiday during the week, your pick-up day will always be Friday.
Recycling — What’s Allowed?
• Papers of all kinds, magazines, cardboard, plastic containers numbered from 1 to 7, metal cans and glass bottles.
• Our selective collection program does not include any type of plastic bag or any type of styrofoam. For your information, Pak Mail on Storey Avenue reuses packaging materials.
• The city also offers a collection service for large volumes of paper and cardboard at its recycling center on Colby Farm Lane. In addition, fluorescent light bulbs and electronic devices can also be brought there during the monthly collection on the first Saturday.
Trash: what is allowed?
• Businesses, like residents, are only allowed 3 (three) 35 gallon drums.
• Establishments that require more than one pickup per week should schedule additional pickups with private contractors.
• Food establishments are required to adhere to sanitary codes and may be subject to capital improvements or the use of indoor garbage cans if warranted.
• Food establishments with more than one ton of organic waste per week are required by Massachusetts law to divert organic waste through organic material (compost) collection. On November 1, 2022, this will increase to ½ ton. Please contact us for more information.
• All garbage must be placed on the sidewalk in a 35 gallon drum.
• Upon request, Mello will provide a recycling barrel to residents who have not received one.
• Businesses can purchase recycling drums from Mello, please call Mello at 978-352-8581 for pricing.
• Group and tie all boxes together. It is acceptable to fill boxes with broken down/folded cardboard as long as it is secured with clear tape or string. Empty boxes containing other materials will not be taken and will be returned to the owner.
• Don’t forget that the city’s public barrels are reserved for pedestrians and must not be used for household or commercial waste. Violators will be fined and/or prosecuted.
• Please place all trash and recycled materials separately from each other on the sidewalk.
• INN STREET: When facing the parking lot with Inn Street in your back, please deposit all garbage on the right side of the driveway next to the parking lot and closest to Merrimac Street. All waste must be in containers. No trash bags are allowed. All bin lids should fit snugly – no “snowconing”.
• RUE DE L’INN: When you face the parking lot with Rue de l’Inn behind you, put all the recycling on the left side of the driveway next to the parking lot and closest to the church. Please check recycling regulations to ensure only clean and recyclable items are included.
NEWBURYPORT GARBAGE AND RECYCLING RECALLS FOR CITY SPONSORED GARBAGE COLLECTION ON INN STREET
The Newburyport Office of Sustainability has three requests to
HELP KEEP THE INN STREET AREA CLEAN AND ATTRACTIVE.
1. Bring your kegs quickly. Recently we have received complaints that trash cans and recycling barrels are not collected quickly after being emptied on a Friday morning. Nobody likes to see barrels still hours after pickup, let alone days later. Companies must collect barrels within one hour of emptying them (see City Ordinance 8-83 below). If you don’t currently have someone who can do this on a regular basis, please make other arrangements.
2.2. Wait until Thursday evening to get your barrels out. Garbage and recycling must not be taken out before 5 p.m. on Thursday. (See Sec. 8-83.) Please help turn the tide of getting trash out on the sidewalk sooner. If you’ve never checked it out, check out the edge of the Green Street parking lot at 3 p.m. on Thursday. Watch pedestrians try to make their way from the parking lot through the barrels to get to Inn Street.
3. Label your kegs. It’s easy. Use a silver marker on a dark colored barrel to write your company name and/or address including unit number
4. Drums should have their lids tightly closed. Too often lids are not used and drums are overfilled and fall off. It is not the responsibility of the carrier or city employees to clean up spilled waste, but the responsibility of businesses and residents to make sure this does not happen.
Remember that policing our downtown is as much for the good of the business community as it is for any other segment of the city.
Second. 8-83. – Regulations.
No disposable waste must be exposed to the collection before 5:00 p.m. the day before the day of the collection.
(1) Downtown commercial and residential household garbage, as defined in Section 8-81, must be placed in closed containers. All loose materials should be broken down and securely tied down.
(2) Residential disposable waste outside the city center must be placed in closed containers or heavy bags that are durable and securely tied. All loose materials should be broken down and securely tied down.
(c) Commercial waste containers must be removed from curbs within one hour of collection. Residential containers must be removed from the street by 6:00 p.m. on collection day.
Second. 8-93. – Enforcement and sanctions. Any person, firm or company that violates or neglects to comply with any provision of this Section or any regulations promulgated hereunder shall be liable to a fine in an amount not to exceed one hundred dollars ($100.00 ) for each violation. These fines will be non-criminal in nature and will be as follows: first violation fifty dollars ($50.00), second violation seventy-five dollars ($75.00) and third violation one hundred dollars ($100.00). These fines are imposed by the administrative agent as defined above. This section is enforceable by the board of health.
We would like everyone to comply with the regulations simply for the common good of “improving our appearance”. However, if we continue to see your barrels dropped past 10 a.m., you could be fined $50 for the first offense. (see Sec. 8-93 above)
