Matiang’i explains his special relationship with the first female regional commissioner


Interior Cabinet Secretary Fred Matiang’i explained his special relationship with pioneering regional commissioner Esther Wamuyu Maina.

Speaking on Wednesday, April 13, Matiang’i recalled his deep ties to Maina, who currently acts as the president’s representative in the region formerly known as Central Province.

Explaining the reason why she was chosen to lead the region, the SC noted that it had monitored her outstanding performance in the various departments before deciding to choose her as one of the first female regional commissioners under the new constitution promulgated in 2010.

The super CS further recalled how he first met Maina when he was still Cabinet Secretary for Education.

“She (Maina) is one of our best regional commissioners and when I came to the Ministry of Interior, she was serving as the county commissioner of Machakos. In fact, I met her before I joined the ministry of the Interior (during my tenure as CS) we were opening containers with Esther at 3 a.m. in Machakos, I could see how she worked on the ground,” Matiang’i revealed.

The CS added that their cordial working relationship caused her to lose her temper after someone asked her why she had been chosen for the post of regional commissioner.

“Another guy was asking me why I sent a woman to be the regional commissioner for central Kenya. I said to him, ‘Because you’re a fool, you’ll never understand. Yeah!’ Matiang’i said.

He further defended his appointment by stating that “the beauty of national government administration is that you cannot survive if you are not capable because you prove yourself by the work you do”.

Maina was deployed as Regional Commissioner for Central Kenya on January 12, 2022. This was after a reshuffle and she replaced Wilfred Agage Nyangwanga.

Prior to being posted to Central, Maina held a similar position in Western Kenya since August 2020. Previously, she served as County Commissioner for Embu, Kiambu and Machakos counties.

Maina’s promotion earned her the status of the first female regional commissioner.

The CR plays many of the roles played by a provincial commissioner in the old constitution. However, the positions are not exactly the same as the new constitution abolished the provincial administration and delegated some of the powers of the central government to the decentralized units which are now headed by governors.

Under the old constitution, Philomena Koech was the first female provincial commissioner after then-president Daniel Arap Moi appointed her as head of the Eastern Province in 1999.

Claire Omollo, also entered the history books by becoming the second female provincial commissioner appointed by President Mwai Kibaki to head the Eastern Province. His appointment was approved in 2009.

They were all responsible to the Permanent Secretary of Interior, a post which was renamed Principal Secretary and is now headed by Karanja Kibicho.
